Subject [users@httpd] apache won't start

i've used apache web server for months and never had problems before. but now
when i start the server it gives me error message saying:

[Wed Oct 27 18:12:44 2004] [crit] (OS 10038)Socket operation on non-socket:
make
_sock: for address 0.0.0.0:443, apr_socket_opt_set: (SO_KEEPALIVE)
no listening sockets available, shutting down
Unable to open logs

i'm using windows98 and apache 2.0.50

i've tried to change the port number in httpd.conf and ssl.conf but still didn't
work.
it only changes the error message "for address 0.0.0.0:443" to the address that
i set in the ssl.conf file, but the rest is still the same. i even commented
the include ssl line in the httpd.conf, and the "for address *****...." changes
to the one i set in the httpd.conf

i've googled till death but still no solution.
 
any ideas?
