Eugene, I am able to see these connections by calling
127.0.0.1/server-status (see example below).  The settings you asked about
are:

Timeout 300
KeepAlive On
MaxKeepAliveRequests 100
KeepAliveTimeout 15
<IfModule mpm_winnt.c>
ThreadsPerChild 250
MaxRequestsPerChild  0


Example form server-status:
0-0 1096 0/4/4 _  23840 0 0.0 0.01 0.01  152.163.100.70 www.doxanet.net GET
/Church%20Website%20II/images/whatsnew.gif HTTP/1.0 
0-0 1096 0/1/1 _  30737 0 0.0 0.000 0.000  198.81.16.152 www.doxanet.net GET
/Digits/2large.gif HTTP/1.1

100,000 seconds is almost 28 hours.

What is telling you that Apache has that many persistent connections?

What do you have for MaxKeepAliveRequests, KeepAliveTimeout, and Timeout?
How about MaxRequestsPerChild?
