Problems arise when third party applications 
(not using the HTTP APIs) bind to IP address 
and port 80 pairs on the machine. The HTTP 
API provides a way to configure the list of 
IP addresses that it binds and solves this 
coexistence issue.
IP Listen List

The command line program HttpCfg.exe
can set and delete Http.sys IP Listen 
List objects....

HttpCfg.exe /? for help.....

Does not work as well as when processes
"register/reserve" via the Http.sys API, but 
might work until the ASF developers/users 
change the source code.....

Remember, Http.sys is a route,
in Kernel mode with DACL defines,
to processes using Http ways  
on the same IP:Port 
with or without a full web server....
