Subject [users@httpd] Email relaying with apache - newbie Q

I'm runing red hat 9, apache 2

I have set up an number of virtual hosts on my home system, they run
from /home/"user/www, Ive only changed bits in the virtual host bits. -
just to point to the home dir.

My problem is if I use a cgi script called frommail.pl apache processes
the script and send a email.

My Q is if a user made form to be processed that sent 1000 emails how
could I stop it and how does apache handle outgoing emails generated
from scripts. 
How does apache send out emails, is it configurable
