Thanks for finding my syntax error.

I forgot it had to be the absolute path to the folder on the server, not the
path from the root on the site.

It is highly unlikely that you have a folder named "private" off the
root of your filesystem.  More likely, you want to have <Directory
/usr/local/apache2/htdocs/private> or something like that.
