I had the same issue yesterday.  All double spaces and ' were turned into ? marks.  

I changed the httpd.conf from:

AddDefaultCharset ISO-8859-1

To: 

AddDefaultCharset UTF-8

I tried stopping and restarting apache on my win2K box but it wasn't until 
the server rebooted last night and they're gone now.

Hi All,

I am getting some strange behavior after converting from an Apache 1.3 based
server to a Apached 2.x based server. My pages are .shtml based and the
SSI's are working but in places where I have bullets they are showing up as
? marks. Might this be related to how the encoding is setup for the page?
