That message is generally caused by two things:

- DNS
- A 'connection refused' message from the server if it happens quickly
- A timeout if it happens after a minute or two

When they're having this problem, can they connect to the other sites hosted on the same device?

Check your Apache error log to see if you're hitting maxclients.

Page can't be displayed error is what they see when this happens. It's
really funny though that they can ping the address just fine.
