Subject [users@httpd] localhost not working

Geoff, browsing a local file such as C://whatever proves your browser 
works, and your filesystem and does not rely on Apache at all.

So at the risk of asking the way too obvious, did you check to be sure that 
httpd is running, and look at the access and error logs when attempting to 
browse via http://localhost?

Also you might try the command line - start > run > cmd or command 
depending on your Windows OS

ping localhost

just to be sure there is no internal networking issue causing this symptom.
