Subject [users@httpd] Per-Server Config problem

I needed apache to get user input (a password) once per execution (to load a private key).
It is done in the per-server config. The only problem is that the per-server config gets called
multiple times (for example, when stopping apache, it gets called, and when starting apache,
it gets called twice). This is more of a nuisance than a problem, but I was wondering if anyone
knew why this would be happening.
