Two other alternatives:
1. Hack mod_userdir to use whatever character you want.
2. Tell your users to type %7e in place of ~.

Yes.  It's called virtual hosts.  See:
http://httpd.apache.org/docs-2.0/vhosts/name-based.html
But note you'll need to setup DNS correctly to map ldp.tuxcafe.com to
the same place as www.tuxcafe.com before you start configuring apache.
