Not currently.  However, your operating system may be able to do 
this--the feature is called "traffic shaping".  Linux supports it--see 
the Advanced Routing & Traffic Control HOWTO at <http://lartc.org/> for 
details.  (On Debian at least, you'll need to recompile the kernel to 
enable this feature.  While you're there, disable all the silly 
filesystems and things it enables.)
