No.  Apache serves the content and provides ground for PHP to run in the
server.  This same issue would exist if you were running IIS (gasp) instead
of Apache.  PHPMyAdmin is only an application running on Apache, just like
phpLdapAdmin.

config.inc.php(in the main directory of phpMyAdmin) defines how PHP
connects to the Database.  And MySQL provides the access for that
connection to happen.
