I'm sure there are better ways, but let's try that approach:

    <LocationMatch "/myappli/(?!static/)">
        JkUriSet worker lb:myappli-1
    </Location>

(?!...) is a "zero-width negative look-ahead" assertion. That should match
any /myappli/ request not followed by static/.
