Subject [users@httpd] Url too long, want in a separate log

I have been looking at setEnv, not sure that is what I need.  I would like
to log the entire 32KB url for requests that yield error "request failed:
URI too long".  I don't think I can match setEnv on that, since that is not
what is really in the URL.  Any suggestions?
