Subject [users@httpd] Apache 2.0.47 with langiuage specific characters

Hello,

We use Apache 2.0.47.

The contained special german language characters on our HTML page are always displayed as
?.
We want to enter them directly as ä,ö,ü etc. and not using a&uml or something like
this.
In fact they are encoded as UTF-8.
How can the encoding be changed to ISO?
I already tried to configure in /etc/apache2/mod_mime-defaults.conf
to AddDefaultCharset ISO-8859-1
But the special characters are still displayed as ?.
Any help is appreciated.
