the problem is the header in the file which is sent to the browser
(not the <head>...</head> part of your html file)

# wget -S http://alexus.org/w3c/w3c.htm
returns:

Proxy request sent, awaiting response... 200 OK
2 Date: Wed, 05 May 2004 17:15:06 GMT
3 Server: Apache
4 Last-Modified: Thu, 13 Nov 2003 13:21:48 GMT

8 Connection: close
9 Content-Type: text/html; charset=ISO-8859-1

as you can see at position 9: charset=ISO-8859-1

i don't know how to fix it, but maybe it helps you finding a solution.
