Well, i don't see anything odd. If there's nothing in the logs then you
probably are not connecting, unless you have a some special configs. Can you
telnet to the port apache is listening on? like 

machineXYZ# telnet my.example.com 80

Can you connect to apache on localhost? like

v21.highcoup.ca# telnet localhost 80
or
v21.highcoup.ca# lynx -dump -head http://localhost

I think you need to locate/prove that the problem is with apache.  Are you
using a firewall or other IP filtering like tcpwrappers?
