 I traced the TCP dialogue with snoop, the Solaris equivalent of tcpdump,
 for both apache 1.3.29 and 1.3.31. It looks like apache is sending only
 a part of the requested URL and then hangs:

  0.00000 localhost -> webserver HTTP C port=52171
  0.00040 webserver -> localhost HTTP R port=52171
  0.00003 localhost -> webserver HTTP C port=52171
  0.06968 localhost -> webserver HTTP OPTIONS /conferences/casi/ HTTP/1.1
  0.00044 webserver -> localhost HTTP R port=52171
  0.00255 webserver -> localhost HTTP HTTP/1.1 200 OK
  0.01076 localhost -> webserver HTTP C port=52171
  0.19277 localhost -> webserver HTTP PROPFIND /conferences/casi/ HTTP/1.1
  0.00044 webserver -> localhost HTTP R port=52171
  0.00340 localhost -> webserver HTTP <?xml version="1.0"?>
  0.00528 webserver -> localhost HTTP HTTP/1.1 401 Authorization Required
  0.00006 webserver -> localhost HTTP (body)
  0.00012 webserver -> localhost HTTP over=new Image;searchover.src='/images/nav/search-on.gif';
  0.00003 webserver -> localhost HTTP ages/stats.gif" width="100" height="11" border="0"
alt="Website Statistics and R
  0.00795 localhost -> webserver HTTP C port=52171
  0.01994 localhost -> webserver HTTP C port=52171
  0.01609 webserver -> localhost HTTP (body)
  0.01390 localhost -> webserver HTTP C port=52171
  0.03799 webserver -> localhost HTTP (body)
  0.00526 webserver -> localhost HTTP (body)
  0.00012 webserver -> localhost HTTP ="button6" alt="Facilities"></a></td>
  0.00011 webserver -> localhost HTTP (body)
  0.00006 webserver -> localhost HTTP " height="8" alt="Search" border="0" name="search"></a></td>
  0.00648 localhost -> webserver HTTP C port=52171
  0.00001 localhost -> webserver HTTP C port=52171
  0.09990 localhost -> webserver HTTP C port=52171

 This is where apache 1.3.31 stops. 1.3.29 goes on to send the rest:

  0.01384 webserver -> localhost HTTP (body)
  0.06531 webserver -> localhost HTTP (body)
  0.01085 localhost -> webserver HTTP C port=52171
  0.01328 webserver -> localhost HTTP (body)
  0.00008 webserver -> localhost HTTP            <p>&nbsp;</p>
  0.01661 localhost -> webserver HTTP C port=52171
  0.01691 webserver -> localhost HTTP (body)
  0.01464 webserver -> localhost HTTP (body)
...
