Have not "heard" what ASF plans are
but some Windows Installer FYI:

The current Windows Installer 2.0 version
is Windows Script aware.

The newest version, Windows Installer 3.0,
will be installed when Windows XP SP2 is
installed. Currently only Windows XP SP2
RC1 is out, with RC2 coming soon.

WiX, a recently released open source
project on Source Forge from Microsoft
for creating MSI installers, can also setup
ACLs as well by letting you use simple
XML statements instead of authoring
a MSI table.
