Subject [users@httpd] Http failing for 5-20 mins and recovering by itself

Hiya People

Here's a poser for you. Only any good to those running on windows though (I
think)

I run Apache 1.3.31 on win2000pro. No special mods - just basic setup apart
from vhosts and logs and a few directory aliases. I run Apache as an
application rather than a service as I heard that as a service (without
running the server version of windows) had limited capacity (10 connections
at once so I was told) but an app has no such limitations (Q1 Please correct
me if I am wrong) !!

Anyway - I get a problem - I run a windows app on another machine called
Sitemonak - it tests to make sure any given http server is accessible. Every
so often it says that server is not accessible and it sets alarms ringing
(metalica at full volume as it happens!!!!!)

Sure enough the sites are not accessible

I get the following error messages in the logs:

Now I should point out that the directory CAMS is an alias for another
directory as follows:

Alias /testcam/ "D:/web/xxxxxxxx/test/cams/"
<Directory "D:/web/xxxxxxxx/test/cams/">
        Options Indexes MultiViews
        AllowOverride None
        Order allow,deny
        Allow from all
</Directory>

Now the file "image.jpg" is updated every 10 seconds by another process on
another machine using FTP running win98.

Are the errors occurring at times when the file is being updated and
therefore "in use"?
If so - how can I avoid this? is there a way to allow read access while the
file is being written to?  or to make apache wait until the file is
available?

Or

Is this still a problem with the limitations on the number of connections
even though apache is running as an app?

Or

Am I being thick and missing the point completely?

Any help would be appreciated
