Subject [users@httpd] mod_rewrite bad request

I use the following simple .htaccess file to redirect all requests to
index.php, which then processes the request:
RewriteEngine on
RewriteRule ^.* index.php

In other words, send everything to index.php.

This works perfectly fine when it is in the document root.
When I move it to /foo/, however, it works fine, except that requests to
/foo (no trailing slash) generate Bad Request.

Can anyone shed some light on what is going on, and how to fix this minor
annoyance?
