See, for example:
http://cvs.apache.org/viewcvs.cgi/httpd-2.0/modules/generators/mod_asis.c?re
v=1.46.2.4&view=markup
(chosen only for its simplicity; any apache handler module will show the
same thing).

Your handler needs to check to see if it is active, and decline otherwise,
as in
   if(strcmp(r->handler,"my-handler-name"))
	return DECLINED;

Then you activate your module in the config file with
<Location /tut1>
SetHandler my-handler-name
</Location>
