Subject [users@httpd] SERVER_PORT value after redirect in Apache 2.0

i'm developing a FastCGI program on top of Apache 2.0.49. i noticed 
that after the application does a redirect to itself using the Location 
header the SERVER_PORT environment variable value is incorrect. if the 
application URL is

https://foo.bar.com:9999/helloworld

and the application redirects to itself then the application sees the 
following environment variable values:
	SERVER_PORT=443
	REDIRECT_SERVER_PORT=9999

is this a bug?
