Subject [users@httpd] too many rotatelogs

i use 
httpd 2.0.49 
windows2000 advance server

install httpd into c:\program files\apache group\apache2\

directive in httpd.conf

CustomLog "|c:/progra~1/apache~1/apache2/bin/rotatelogs.exe c:/progra~1/apache~1/apache2/logs/access%Y%m%d%H%M%S.log
86400 +480 " common


after configuration, httpd and log can work. But the rotatelogs.exe will be created new one
after some invterval again .

finally  there will be lots of  rotatelogs . Is this a bug or something wrong with my httpd.conf.
