I found out that another part of the conf file was causing the problem:

<LocationMatch "^/ev*">
   SetHandler ngobjweb-adaptor
   SetAppPort 23000
</LocationMatch>

This comes from the opengroupware program.  Once I remove this line, all
my problems go away!  I find this very strange, but atleast it works
now.  Thanks.
