Subject [users@httpd] 403 and fully qualified domain name

Hello to all, I'm desperate need of help: I have
started with a clean default rpm conf file and I
modified and included my vhosts/Vhosts.conf
upon restart I have this error:

httpd2: Could not determine the server's fully
qualified domain name, using 172.16.1.10 for
ServerName
Digest: generating secret for digest authentication
... Digest: done
Apache-AdvancedExtranetServer/2.0.47 (Mandrake
Linux/6.3.92mdk) mod_perl/1.99_09 Perl/v5.8.1
mod_ssl/2.0.47 OpenSSL/0.9.7b PHP/4.3.2 configured --
resuming normal operations
[warn] long lost child came home! (pid 11086)

the second problem: tring to access the to my
ServerName url I have 403
[error] [client 172.16.1.10] client denied by server
configuration: /opt/www/html/

my httpd is running as the default apache user. I have
set the directories in /opt and descendant to 775 and
granted the group apache to these directories and the
index.html file have the world read permission   

NameVirtualHost 172.16.1.10
<VirtualHost 172.16.1.10>
	ServerName www.myhost.org
	ServerAlias 172.16.1.10
	DocumentRoot /opt/www/html
	DirectoryIndex index.html index.htm 
	LogLevel debug
#	HostNameLookups on
</VirtualHost>

httpd2 -t -D DUMP_VHOST doesn't show up the virtual
hosts but report the first error: 
httpd2: Could not determine the server's fully
qualified domain name, using 172.16.1.10 for
ServerName

I have even tried to HostNameLookups on in Vhost conf
I don't understand why it complains for permission and
give me 403 
httpd2 -S

VirtualHost configuration:
172.16.1.10:*          is a NameVirtualHost
         default server www.myhost.org
(/etc/httpd/2.0/conf/vhosts/Vhosts.conf:3)
		 port * namevhost www.myhost.org
(/etc/httpd/2.0/conf/vhosts/Vhosts.conf:3)
		 
Syntax OK

using NameVirtualHost * and  <VirtualHost *> goes to
the default DocumentRoot defined in httpd2.conf and
doesn't match my virtual host definition
