One can always go to the public Microsoft
newsgroups and talk directly to the developers,
users and designers of Internet Explorer, to 
explore these ideas.

Tons of IE newsgroups:

microsoft.public.windows.inetexplorer.ie6.browser

or ie55 dot whatever

  browser
  Gen.discussion
  Shell
  urlmonikers

and so on.

And for RC1 Windows XP SP2

microsoft.private.xpsp2.ie
