Subject [users@httpd] remature end of script header error when call a script via mod_actions

This is the problem. When I call my cgi-script directly
( it works great. But when I try to
call it via mod_actions:

#.htaccess file content
AddHandler text/html .html
Action text/html /cgi-bin/

The internal script error raises and log contain message
premature end of script header.

Does anybody know about such problem?

I use apache-1.3.27
I know that the main reason of such error is permissions problems. But I
can call the script directly, thus the permissions are correct.
