There is no query string in that URL.  The query string is the part after
the "?".  There is no "?".

The real question is what is generating URLs like that.

But you could deal with them with mod_rewrite if necessary:

RewriteEngine On
RewriteRule ^([^;]*);(.*)$ $1?$2

which converts it to a real query string that apache will deal with
