Nevermind. Figured it out. Need to set
AcceptPathInfo on

In previous versions of Apache I have used the ForceType directive under a
<Location> or <Files> container to enable URLS with no special characters
for dynamically generated pages. example in the access.conf file I would
have
<Location /scriptfile>
ForceType application/x-httpd-php
</Location>

Then I would have a file "scriptfile" in my document root that was a PHP
script. IF someone requested:
http://www.domain.com/scriptfile/var1/var2

The "scriptfile" script would run and generate the proper page. 

The same thing worked in a .htaccess file with
<Files scriptfile>
ForceType application/x-httpd-php
<Files>

Now I can't seem to get it to work at all. The ForceType seems to work when
I request
http://www.domain.com/scriptfile

but if I request
http://www.domain.com/scriptfile/var1/var2 
I get a page not found error.

How do I do this in Apache 2.x?
