Subject [users@httpd] Apache and Windows

I am currently writing a PHP script and testing on my local machine using
Apache 2.0.48
and PHP 4.3.4

Below is a test script which is based on the script I'm busy developing.
Basically I would like a table 
which will display approx 1000 users/vendors or whatever.

The problem is sometimes it displays the table with all its data fine, and
the next moment it displays garbage.
This occurs in both IE and Netscape.

Any help would be appreciated.

  echo "<tr>\n";
