OK I need/want this to happen.  Anytime someone goes to
http://www.mydomain.com/* I want it redirected to https://www.mydomain.com/*
(Force them to use SSL)... The Rewrite Statement I used was:

RewriteRule	^/(.*)	https://${SERVER_NAME}/$1	[L,R]

Now I am not 100% that is what I used but it is close enough... It worked
semi... However when I went to:

http://www.mydomain.com/cgi-bin/cgiwrap/username/test.cgi

It redirected me to:

https://www.mydomain.com/cgiwrap/username/test.cgi

It droped the entire cgi-bin call... Any suggestions?
