Subject [users@httpd] Error 403 on urlencoded links to files with special characters

http://192.168.0.1:80/D:/my%20music/3/08%20-%20Se%20P%E5%20Mig.mp3

This url work:
http://192.168.0.1:80/D:/my%20music/3/08%20-%20Se%20På%20Mig.mp3

The problem is that I want to encode the special swedish characters 
(åäö) for a browser that don't support them. What I don't understand is 
why I can encode any of the other characters but the special ones (åäö) 
makes Apache return 403 Access Denied.

This behaivior is on Windows XP, and not on Linux. Apache version is 2.0.48.

I've searched the mailing list but only found this
