Subject [users@httpd] apache2 perchild problem

Here is another apache2 perchild problem:

When we assign a process number for a user, the maximum requests is equals 
this number, so if we configure the process numbers = 2, the apache can 
reserve 2 requests for this virtualhost, and no more.

How is it possible? Why can't reserver more requests for a child process?

(ChildPerUserID Directive : Specify user ID and group ID for a number of child 

Our configuration file important lines are the following:
<IfModule perchild.c>
NumServers           5
StartThreads         5
MinSpareThreads      5
MaxSpareThreads     10
MaxThreadsPerChild  20
MaxRequestsPerChild  0


ChildPerUserID user1 group1 2
ChildPerUserID user2 group2 2

<VirtualHost xy2>
    ServerName xy1
    AssignUserID user1 group1

<VirtualHost xy2>
    ServerName xy2
    AssignUserID user2 group2
