Try changing this to <Location /alex> - same with the previous
<Directory /> entry as well.  With <Directory /alex> you're asking
apache to apply directives to the absolute file path '/alex' - which
probably(?) translates to 'c:\alex' on windows which doesn't exists
presumably.

<Location /alex> means apply the directives to the path 'alex' relative
to the documentroot - which in your case would be:

'c:\program files\apache group\apache2\htdocs\alex'

Alternatively you could just change it to:

<Directory "C:/Program Files/Apache Group/Apache2/htdocs/alex">

>     AllowOverride None
> </Directory>
