Allow me to rephrase your question (which is similar to one that I am
struggling with):

Has anyone here been able to compile a recent Apache with SSL as a
shared module & with the default openssl libraries provided with RedHat
9.0?  I have actually given up on this after banging my head against it
for a while.  You might try using --with-ssl=/usr/bin/openssl and see
where that gets you.

Compiling a new openssl and then using --enable-ssl=static is what I
ended up doing instead.
