Subject [users@httpd] directive for Time Zone offset?

My server is in another time zone, and my hosting provider says
nothing can be done.  I don't believe him.

Is there an Apache directive that I can put in the .htaccess file
to automatically offset the system time by -3 hours?

I have found php scripts that can do this, but I'd like a more
'global' solution if possible.
