I have written a Apache Log Rotation program much like cronolog but with
some very useful enhancements.  Logs are rotated at the finish of the period
without Apache activity.

Log rotation program written in Java. Use KronoTwist to rotate your Apache
Server logs without restarting Apache. KronoTwist creates log files based on
the file template passed into the process. A log file is created for every
log period even if there is no log activity. Log rotation rates can be as
small as 1 second or as large as 1 year. KronoTwist works much the same way
as cronolog ( only with a Java flavor to the passed in
template and a few enhancements.
