Is index.jsp in D:/java/Tomcat41/webapps/mysite? If so, this is your
docroot so, in the absence of any clear instruction to the contrary,
apache will serve up index.jsp whenever asked.

As you probably know, apache on its own cannot parse a JSP. It needs
Tomcat as a back-end to run the Java VM which runs the servlet which
processes the JSP. So you need to tell apache to pass requests for JSPs
to Tomcat. I'm not too familiar with mod_jk but I guess that's its job.
I couldn't see any clear definition of this in your config. when using
HTTP to connect apache to Tomcat, you'd normally see things like:

RewriteRule ^/jsp_files/(.*) http://tomcat/$1 [P]

IN your config, the nearest I see to this is

which looks like you're aliasing your docroot to /mscarloans then
JkMounting any JSPs therein to "ajp13" (whatever that might be). 

I'd focus on the first para of this posting and verify that you
understand how apache and Tomcat are supposed to work here. Then go over
your JK docs and check you've set up the connection correctly.
