Apologies Joshua, I thought this was the issue where the proxy module was
not forward frames under a certain byte size.
It buffers them up and then passes them on in one bigger hit. (not CGI
related)

I've not seen confirmation that this is fixed in the 1.3.x versions - hence
my question.

As far as I know, 1.3.27 does NOT buffer CGIs.  It is more likely that
your CGI is doing it (directly, or through some automated feature of its
programming language).
