Now I can type in "GET / HTTP/1.0" in the telnet console.  However, I got no response.
I am using IE 6.0.  In apache error.log, I got  the following messages:
 
[Sat Dec 06 11:43:25 2003] [notice] Parent: Created child process 1128
[Sat Dec 06 11:43:25 2003] [notice] Child 1128: Child process is running
[Sat Dec 06 11:43:26 2003] [notice] Child 1128: Acquired the start mutex.
[Sat Dec 06 11:43:26 2003] [notice] Child 1128: Starting 250 worker threads.

and access.log is a empty file.

I don't know why the standard telnet client behaves that way, and I haven't
bothered to investigate. But, you should be able to type even though you
won't see it. Just run "telnet localhost 80", pretend you're blind and type
"GET / HTTP/1.0" and hit enter twice.

Btw, that you get a black screen in this case means that it can connect.
What browser have you been using and what is the exact error message?
Nothing in Apache's access/error log? If you use IE, do disable "friendly
error messages" which in reality aren't [debugging] friendly at all.
