Subject [users@httpd] mod_rewrite and alias precedence?

Hello,

I'm trying to understand the precedence of server-wide aliases
and virtual-host rewrite rules. (apache 1.3 and 2.0)

In particular, it seems that if we have a rewrite rule in
a virthost, it takes precedence over our server-wide aliases,
am I correct, and is there any way to alter this precedence?  Would
having the aliases local to the virthost alter this precedence?
