Why stop/restart the server, when sending it a HUP or doing an apachectl graceful would make
apache reread the config without having to start/stop it?

I'd suggest you check the following
mod_vhost_alias: read the docs on http://httpd.apache.org/
miscellaneous other dynamic host modules: search for "virtual" at http://moduloes.apache.org/
