Whew.  This thread is getting annoying ;-)

It appears port 80 is blocked at the campus firewall.  There is NOTHING
that you can do to your local configuration to change that.

So either run apache on a different port, or go complain to your network
administrator.

To run it on a different port, use
Listen 8080
in httpd.conf
and then access your site using
http://yoursite.edu:8080/
