Yes, this is configured in a way identical to ip-based virtual hosting.

It will look something like:

<VirtualHost 123.456.789.123:80>
ServerName website1:80
DocumentRoot c:/www/website1

<VirtualHost 123.456.789.123:81>
ServerName website1:81
DocumentRoot c:/www/website2
