Matthew, see this page http://httpd.apache.org/docs/stopping.html "Stopping 
and Restarting Apache". It told me everything I needed to know for 
restarting Apache2 on FreeBSD 4.8. BTW the method I ended up settling on was

apachectl -k restart

then you might want to tail -f /var/log/apache2-error.log to see that it is 
stopping and starting up again.
