This is not a bug, Apache is not allowing you to serve pages from
/home/mrtg/html because you have not specified in httpd.conf that this
is permitted.  You would not random unspecified directories to be
available to web users, would you?

You would need to add something like:

<Directory /home/mrtg/html>
   Order allow,deny
   Allow from all
</Directory>
