Unfortunately this does not appear to work. If I am right in understanding Apache will think
/fpp/ is a directory and not perform any redirects?

I'd say you need to include the trailing slash in your Redirect 
directive, for example

Redirect http://testdomain/fpp/ http://testdomain/display.cfm?blah

Otherwise use RedirectMatch ..
