For what it is worth...

I tried downloading and running apache+1.3.29-win32-x86-no_src.exe and
got the same error. I would agree that there is something wrong with
it.  I downloaded from http://apache.mirrored.ca

I will submit a bug report if you have not.

I am glad you managed with my zips.
