Okay, I spoke with our AIX admin guys and they installed these files.
Well, they say they did.  From the OS #3 cd.

/> find ./ -name bos.adt -print
./usr/lpp/bos.adt
./usr/share/lpp/bos.adt
(these files were here yesterday)

/> find ./ -name X11.compat.adt.Motif12 -print
/>

# lslpp -l | grep Motif12
  X11.compat.adt.Motif12     5.1.0.0  COMMITTED  AIXwindows Motif 1.2

However, the install still fails at the same spot, with the same error.
